「Read the riot act」とは、もともとは暴動を鎮めるための法律を読み上げることから来ています。現在では、誰かを非常に厳しく叱責する場合に使われる表現です。あまりにも規則を破ったり、許容範囲を超えた行動をした人に対して使われます。
